Local PR:
Local PR puts the Local Riding into a much larger Region (4 - 7 Ridings = 1 Region). Each Local Riding will elect a MLA for the Riding, However, the other 3 -6 Ridings will greatly influence who the Local Riding will elect. The Local Riding voters may or may not support the Riding's elected MLA (due to the influence of the other Ridings' Voters). With such large Regions your neighboring Ridings will have a greater influence on the elected MLA that will represent your Riding.
Local PR's counting system is both complicated and questionable.
- Complicated - There are multiple counting rounds - 1 round for each of the 4 - 7 MLAs to be elected. It could easily take a few days to decide who the elected MLAs are. Each round of counting elects a Riding's MLA - the other Candidates in the Riding that has elected their MLA are no longer qualified to be elected (by the other Ridings). However, the ballots of these other disqualified Candidates will be counted and transferred to the preferred choices of the remaining Candidates. The many "Polling Stations" in a Riding will have to count their ballots in unison or 1 Polling Station may drop a Candidate while another will still count the dropped Candidate.
- Questionable - The way that Votes are able to be transferred to other Candidates, can have a single Voter have direct influence on the election of more than a single MLA. It brings up the issue of "1 Voter = 1 Vote". Some Voters may have more than a single Vote.
Local PR tries to address the issue of Local Representation that is lost with STV large ridings. It keeps the Local Riding MLA, but corrupts the process by allowing other Local Riding Voters to influence who A LOCAL RIDING WILL ELECT. Each Local Riding may be represented but the voters in the Local Riding may not be represented.
It is amazing how Political Scientists and so called experts in different Electoral Systems like to SPIN the older system to try and make them more acceptable to the Voter - Local PR is just STV in hiding!
