Many European countries use Party-List PR
Many of these European countries have experienced their governments in a stalemate and unable to govern for months on end. Many Scandinavian countries use it as well as Italy and Greece. Basically the voters just vote for a Party. The system supports 2 types of Lists - "Open lists" or "Closed lists".- Open Lists - permits the voters to vote for the Party-Candidate. "Open" lists are often preferred by voters. This gives the voters some feeling of control, with little actual control.
- Closed Lists - and the voter simply votes for a Party. The Party controls what Party-Candidate is picked.
The Open Lists produce very long list of Candidates on the Ballot. Holland has ballots with over 300 Candidates listed. Imaging the size of these Ballots is difficult to imagine. Party-List PR does one thing really well, it produces Party-Proportionality! I do not support Party-List PR - However, I have more respect for Party-List PR because it is a honest system. It does not try to be more than what it is - complete Party control of the government. Limited Electorate involvement. MMP tries to satisfy everyone and really satisfy no one.Party-List PR is not a real option!
Everyone seems to agree that the Canadian voter will not support "Party-List PR" no one is promoting this system.
